Seventy-one percent of hotel owners now name the cost of goods and supplies as a top financial pressure, ahead of labor, energy, and insurance (American Hotel & Lodging Association, 2026).

Yet travel demand is holding steady. Occupancy and rates have stabilized. Margins have not.

That gap is not a demand problem. Hotels are filling rooms.

Hospitality is entering a cost reset. The constraint is not revenue, but the value lost through what hotels buy.

Despite years of investment in purchasing programmes, e-procurement tools, and dashboards, most hotel groups still struggle with the same constraint:

The issue is not a lack of spend data, but a lack of trusted, decision-ready intelligence.

Hotel procurement data remains fragmented across property-level purchasing systems, ERPs, invoices, P-card statements, distributor files, contracts, and brand standards. Owners, operators, and brands each hold a different slice of the picture. Traditional approaches—spend cubes rebuilt in spreadsheets once a year, or disconnected AI/ML models that require heavy training—fail to scale across a multi-brand, multi-market portfolio.

The consequences are systemic and compounding:

  • Properties buy off-contract when centrally negotiated rates cannot be seen or enforced
  • Supplier and food safety risks remain hidden until they reach the guest
  • Value leakage persists across every property, every category, every quarter

Dashboards improved visibility, but visibility alone does not protect margin.

The Pressure Is Rising, But Procurement Outcomes Aren’t

Hotel owners are clear about where the pressure sits. The most frequently cited financial pressures in 2026 are:

Cost of goods now outranks every other financial pressure on hotel owners

Exhibit 1 - Cost of goods and supplies is the top pressure on hotel owners (71%), ahead of labor costs (65%) and fluctuating demand (59%).

Source: American Hotel & Lodging Association, Front Desk Feedback survey of 246 hoteliers, conducted late February 2026 and published 17 March 2026. Respondents could select more than one pressure, so shares do not sum to 100%.

The pressure is structural rather than cyclical. AHLA projects US hotel guest spending will reach nearly $805 billion in 2026, yet rising operating expenses have held gross operating profit per available room at roughly 90% of 2019 levels. AHLA's 2026 State of the Industry Report puts it plainly: rising operating expenses are keeping industry profitability below 2019, even as demand holds. Revenue recovered. The expense base reset with it, and did not come back down.

Yet in hospitality, outcomes remain stubbornly unchanged:

  • Tail spend spreads across hundreds of local suppliers at every property
  • Maverick spend erodes rates negotiated through brand and purchasing programmes
  • Supplier fragmentation means sister properties pay different prices for the same item

The scale of that leakage is measurable. The Hackett Group puts the value lost to maverick buying at 5% to 16% of negotiated savings. Against 2026 procurement benchmarks, a typical organization runs maverick spend at 15% to 20% of total spend, while best-in-class teams hold it below 5%. None of that gap requires a new contract to close. It requires knowing, at line-item level, what every property is actually buying and against which agreement.

The industry does not lack tools. The problem is that many procurement tools produce reports rather than decisions. Off-contract buying, tail spend, and price variance persist because the gap between what a property buys and what the portfolio should pay often remains unaddressed. Evalueserve’s Agentic Spend Intelligence Solution is designed to help close that gap through agentic AI, human-in-the-loop expertise, and governance at every stage.

Why Hotel Spend Is Different

Hospitality does not buy like manufacturing. The same features that make hotels resilient—local autonomy, brand standards, flexible ownership models—make their spend difficult to govern.

Decentralized by Design

  • Executive chefs order produce directly from local suppliers
  • Housekeeping, engineering, and banqueting teams buy against their own budgets
  • P-cards and property-level purchasing sit outside central line of sight

Accountability Is Split

  • Owners fund the spend
  • Management companies execute it
  • Brands specify it through standards and property improvement plans (PIPs)

Hundreds of Categories, Few Large Lines

  • Food & beverage — proteins, produce, dairy, coffee, wine and spirits
  • OS&E — linen, bath amenities, glassware, cleaning chemicals
  • FF&E and capex — renovations, PIPs, new openings
  • Utilities, outsourced services, and MRO — energy, laundry, security, pest control, HVAC, kitchen equipment

And these categories do not move together. Avendra International's 2027 Hospitality Procurement Outlook projects food and beverage costs rising 3%–4% through the remainder of 2026, while electrical MRO products face increases of 11%–20% and disposables 3%–10%. Amenities, by contrast, are expected to hold between flat and +3%. A single blended inflation assumption applied across a property budget will be wrong in both directions at once, overfunding the categories that have stabilized and underfunding the ones that have not.

Within food and beverage, the pressure is concentrated rather than general. Beef remains the largest single inflationary driver on historically tight cattle supplies, with market expansion unlikely before 2028, while imported seafood faces continued supply and freight constraints. Pork and poultry offer relative value. Whether a portfolio can act on that is a menu engineering decision as much as a sourcing one, and it depends on knowing what each property pays today, not what the category average did last quarter.

Guest Experience Is Non-Negotiable

Savings cannot come from a thinner towel or a missing breakfast item. Every sourcing decision must protect the brand promise.

From Tools to Systems: The Hotel Procurement Reset

Then: Manual, Fragmented, Property-Led

  • Property-by-property purchasing
  • Annual spend cubes built in spreadsheets
  • Purchasing programmes with limited compliance visibility
  • Dashboards that deliver hindsight

Now: AI Without Accountability

  • More automation at property level
  • GenAI copilots answering questions on uncleaned data
  • No autonomous execution
  • Governance bolted on too late

The New Reality

  • Dashboards alone are obsolete as decision systems
  • AI without governance does not scale across owners, operators, and brands
  • The future belongs to agentic decision systems, not analytics-only tools

Exhibit 3 - Hotel procurement is moving from manual, property-led purchasing and AI without accountability to agentic decision systems with built-in governance that execute, not just inform.

Introducing Evalueserve’s Agentic Spend Intelligence for Hospitality

Spend Intelligence is not an incremental upgrade to hotel reporting.

It is a governed, AI-driven decision system designed to execute procurement workflows end to end across every property, brand, and category.

It combines:

  • Autonomous modular agents, built in our proprietary agentic AI studio, to execute multi-step Spend Analysis workflows from invoice line to recommendation
  • Human-in-the-loop (HITL) domain expertise, embedded at every confidence threshold, not bolted on at the end
  • Explainable, auditable AI with full data lineage, so every output can be trusted, traced, and defended in front of owners, operators, and brands

For hospitality, the system is configured around a taxonomy that reflects how hotels actually operate, separating banqueting from outlet F&B, bath amenities from housekeeping chemicals, and capex from opex, and a hierarchy that maps every transaction to its property, brand, region, and ownership structure.

The outcome:

Decision confidence at scale, across the entire portfolio.

Why Alternatives Fall Short

As hotel groups modernize procurement, most investments fall into one of four buckets. Each solves part of the problem, but none solve the whole.

Traditional Analytics Platforms

  • Deliver visibility, not decisions
  • Depend heavily on manual data preparation across properties
  • Surface insights after the window to renegotiate has closed

Purchasing Programmes and GPOs

  • Secure competitive rates on core categories
  • Offer limited visibility into compliance across owned, managed, and franchised hotels
  • Leave the long tail of local and specialist suppliers largely untouched

GenAI Copilots

  • Accelerate tasks but do not execute workflows
  • Are prompt driven and inconsistent
  • Lack orchestration, governance, and accountability

Siloed AI and Automation Tools

  • Solve isolated use cases, often for a single category
  • Require heavy training as menus, suppliers, and specifications change
  • Break at scale due to fragmented data and trust gaps

Across all four models, the same gap remains: the ability to generate insight has outpaced the ability to execute on it.

Spend Intelligence takes a different approach, shifting from tools that inform procurement decisions to systems that help drive them.

Each alternative solves part of the problem. None closes the gap between insight and execution.

Exhibit 5 - How Agentic Spend Intelligence compares with other procurement approaches. It's the only one with full capability in all four areas: portfolio-wide visibility, workflow execution, governance and scaling across brands and markets.

How Our Agentic Spend Intelligence Works (System View)

Spend Intelligence operates as a system, not a tool. Every layer is designed to move hotel spend data closer to a decision instead of stopping at a dashboard.

Dashboards remain, but only as visibility layers, not dependency engines.

The Core Architecture

Five layers, one decision, with a named human wherever confidence drops

Exhibit 6 - A five-layer agentic AI framework for hotel procurement: it unifies spend data, classifies it and turns it into ranked savings opportunities. Domain experts step in only where agent confidence is low.

Layer 1 — Ingest and Unify

Agents pull data from ERP and accounts payable systems, property-level purchasing platforms, P-card statements, distributor and purchasing-programme files, and contracts, across properties, currencies, and languages.

Layer 2 — Clean, Enriched Supplier Hierarchy

The same national distributor can appear under a dozen spellings and branch names across a portfolio. Agents resolve these into a single parent, linked to the properties it serves and the contracts that govern it.

Layer 3 — Granular Classification

Every transaction is classified against the hospitality taxonomy down to line-item detail, so leaders see not just "F&B spend," but what each property pays for coffee, proteins, or house wine.

Layer 4 — Insight Engine

Internal data is enriched with external intelligence, supplier financial health, risk signals, ESG credentials, and commodity indices. Agents flag off-contract purchases, cross-property price variance, duplicate suppliers, and unmanaged tail spend.

Layer 5 — Recommendation Engine and Continuous Monitoring

Opportunities are ranked by value and ease of capture, and compliance with brand standards and approved programmes is monitored continuously, not audited once a year.

Experts intervene only where confidence is low, maximizing impact. An invoice line reading "banquet setup – misc" goes to a procurement expert; a clean, repeat order for bath amenities does not. This is Evalueserve’s Mind+Machine philosophy in practice: AI amplifying the right judgement, at the right moment, in the right workflow.

Three questions, one screen — and every lever traced back to its source insight

Built on Judgement, Not Just Intelligence

Evalueserve’s agentic solution combines its technology stack with business context embedded within each agent before an invoice line is processed.

These are not generic large language model wrappers applied to hotel spend data. Procurement domain experts design each agent around practical tasks, from interpreting supplier substitutions to reconciling rebate files and identifying brand-mandated purchases.

This knowledge, including edge cases, exceptions, and judgement calls, is translated into agent logic, confidence thresholds, and escalation protocols. The resulting workflow captures nuance, flags anomalies, and applies hospitality procurement expertise consistently across properties.

Beyond Spend: Procurement Intelligence Across the Hotel Lifecycle

Spend Intelligence shows where the money goes. Evalueserve’s STEM framework for Procurement Intelligence helps decide where it should go next.

The STEM framework, applied across the hotel lifecycle

From Questions to Decisions

The shift from reporting to decisioning changes what hotel procurement is accountable for. Here is what it looks like in practice.

  • Who are my suppliers across the portfolio? → Clean, enriched hierarchy by property, brand, and owner
  • Where am I spending? → Granular classification across F&B, OS&E, FF&E, and services
  • Where is value leaking? → Insight engine
  • What should I fix first? → Recommendation engine
  • Are properties following approved programmes and brand standards? → Continuous monitoring
  • Which suppliers could disrupt the guest experience? → Early risk alerts

This moves hotel procurement from reporting to decision-making.

How to Get Started

Hotel groups do not need a portfolio-wide transformation on day one.

Spend Intelligence is designed to be adopted incrementally, enabling early value while building confidence.

A pragmatic approach:

  1. Start with high-friction categories such as property-level OS&E or F&B tail spend
  2. Pilot intelligent workflows in a focused region or brand to demonstrate measurable impact
  3. Embed HITL governance early to ensure trust, accuracy, and buy-in from general managers, owners, and brand teams
  4. Scale across the portfolio and into capex, aligned with renovation and PIP cycles

This approach enables transformation without disrupting day-to-day hotel operations.

Governance and Trust, Built In

Agentic Spend Intelligence is designed with governance at its core.

Hotel procurement has more stakeholders than most functions. Owners, operators, and brands all need to see the same version of the truth, and understand how every savings figure was calculated before they act on it.

Unlike traditional AI deployments where controls are added later, trust mechanisms are embedded into every layer.

Key elements include:

  • Explainable AI
  • Data lineage and auditability
  • Confidence scoring with intelligent escalation
  • Secure, enterprise-grade environments

AI does not scale without trust. The architecture makes trust a foundation rather than an afterthought.

Final Thought

The future of hotel procurement is not simply better dashboards.

It is decision systems powered by intelligent automation, with humans firmly in control.

Guests may never see the procurement function, but they notice when it falls short. Hotel groups that protect both margin and guest experience will use each invoice line to support better decisions.
