Health Analytics and Scenario Modeling Show Leaders What Investment Can Realistically Move

In many countries, more primary health care is now paid for from domestic budgets, and health leaders are asked to show what that money buys: which facilities work, which services are used, and what further investment could change. In East and West Africa, Evalueserve joined primary-care readiness analysis, cross-source health analytics and sector benchmarking with a scenario method designed to show a range, not a single forecast.

A national health-systems foundation now has its first consolidated view of 484 facility plans and is testing a primary-care readiness tool. A country office sees four health sectors side by side against 2030 targets.

The Challenge

Reports describe the health system as it should be. Leaders need it as it is.

Is a facility functional, or only open? Are the staff on the payroll actually on post? Is the vaccine refrigerator working, and is there power to run it? Each answer sits in a different system — facility surveys, human-resource records, commodity data, cold-chain logs, referral registers — and each is incomplete on its own.

The pressure to answer is rising. A state that funds more of its own primary care has to show results for that budget: facilities in use, referrals completed, money reaching the front line.

Funders and governments are also asked to look forward: which investments can move which outcomes, by how much, by 2030 and beyond? A single-number forecast promises more certainty than the evidence can bear. No forecast at all leaves budgets to instinct.

And the evidence does not always agree with itself. National surveys and administrative data can tell different stories about the same indicator.

Our Solution

Evalueserve’s approach joins four pieces of work, each built on data the health system already holds.

Primary-care readiness.

Facility plans are written one at a time and rarely read together. For a national health-systems foundation in West Africa, we reviewed 484 facility annual operational plans and 56 situational analyses against its results framework. We drafted a dashboard and an as-is assessment, and built a pilot tool to assess the readiness of primary health care facilities.

Cross-source analytics.

We bring together facility functionality and readiness, staff presence, commodities, cold chain and referrals to show where service delivery is breaking down. In state delivery intelligence units, this is the analytical core now being built around leaders’ highest-priority questions.

Sector benchmarking.

For a country office, we benchmarked maternal and child health, family planning, immunization and nutrition side by side against 2030 targets, nationally and by region, so the gap to each target is visible where it is widest. Where sources disagree, the pages show both, with the reason.

Scenario modeling.

We designed the scenario method the way a careful analyst would. Headline indicators are chosen by how far investment can realistically move them. Counterfactuals are cross-checked against WHO and UN estimates. Conservative, central and best cases run to 2035 and 2045, and each scenario carries the grade of the evidence behind it.

Business Impact

  • A first consolidated view of facility plans

The health-systems foundation has one view across hundreds of facility plans, and has been testing the readiness tool since September 2026.

  • One view of each sector

A country office sees how four health sectors are moving against 2030 targets, with conflicting sources shown rather than hidden.

What it does not claim? Scenarios show plausible ranges under stated assumptions. They are not predictions, and they do not attribute outcomes to single investments.

What's Next

The analytics core is designed to extend into the questions state units ask most: which facilities to fix first, where staffing gaps sit, and how much allocated money reaches facilities. Scenario modeling carries the same evidence forward into a range leaders can defend — what is likely, what is possible, and what the evidence supports.
